2. Identify an issue on which at least 60 percent of the public supports a particular position that has not been supported in Congress. Then, conduct research to find out what position, if any, Congress has taken on these issues, the reason for its difference with the general public, and whether regular order was used to deal with the issue. Be prepared to explain what you think, if anything, should be done about the situation.
